Read the correct forum for that contest and follow their rules.
If you're still confused about the putting-your-bimbo-onto-the-forum part, then read on. All of the below information was written by me, so if you want to post it elsewhere please give me credit where due. Macs are different, and i'm hoping someone with a Mac will post some clear instructions for you. You will also find some useful information in my sig.
Dress your bimbo how you want, then press the "prt scr" button (next to f12) on your keyboard. Then open up Paint, Paint shop pro, Photoshop, or whatever editing program you have (most if not all computers come with Paint included free). Hold down the "ctrl" button on your keyboard, then press the letter "v". You should see a little picture of your screen. Adjust the image however you want, then cut out your bimbo. Save the image as "contest.png". You then need to upload contest.png onto tinypic.com and take the "Direct Link For Layouts" code and write the below code without the stars in the forum where you're sending your entry.

Help in pictures
Dress your bimbo however you want for the contest you're entering (it's best to read all of the specifics about that contest before making the outfit; most of the time they're themed) and press the "print screen" button on your keyboard, as shown below.
Now, open up your editing program. I'm going to use Paint.

Now hold down the "control"/"ctrl" button on the bottom left of your keyboard, while pressing the letter/key "v". This should paste your miss bimbo dressing room onto Paint, if it hasn't retrace these steps. Now, click the below icon to cut out your bimbo in her outfit.
Go around your bimbo until you're happy, and then right click and select "cut". Then go to file>new and a pop up should pop up and say "Do you want to save the changes to Untitled?" you select "don't save" and hold down "ctrl" while pressing the letter "v" on a new blank image. You should now see your bimbo.
File>Save as "Contest Entry .PNG" then go to tinypic.com and upload your bimbo. Take the direct link for layouts code and put it into the below code (onto the contest forum).

For MAC users you can:
Press the buttons Commands (apple button) - Shift - 4: it will make a screen shot and just follow the instructions itshannahbabes have gave in the previous post.
For all users:
You can also use programs to take screen shots like this ones (support windows, mac...)

Open Imageshack http://www.imageshack.us/
Click on Browse and select the picture you want to host.
Click ‘Host it!’
Scroll Down to find the 'Hotlinks for Forums'
To post in forums copy the ‘Hotlink for forums 1’ and paste it into the 'post reply' section of the thread.
Change the [ IMG ] and [ /IMG ] to lower case letters [ img ] and [ /img ]
You can also remove the url.
Use the same link in your signatures as well.
For other pictures taken from the internet, just place the url between [ img ] and [ /img ]
eg [ img ]http://www.simpsoncrazy.com/gallery/images/BartSimpson4.gif[ /img ]

If you try to resize an image in paint it will still show up small the better programme to use it photoshop not paint. Normal image size is about 400.
